The Minister of Finance is the responsible minister under all the legislation.  The Authority is appointed by His Majesty The Sultan And Yang Di-Pertuan of Brunei Darussalam and is personified by the Permanent Secretary of the Ministry of Finance. 

The Registrar of International Business Companies and Limited Partnerships is in charge of a Registry, which, for confidentiality and administrative reasons, is a part of BIFC.  The Registry is within the Ministry of Finance and is separate from the domestic registry.
